New Michigan bill would allow multi-state lottery winners to remain anonymous

By Kate NorthropOn Thursday, a State Representative proposed new legislature that would allow Michigan winners of multi-state games like Mega Millions and Powerball to remain anonymous when claiming a prize.Only winners of local in-state Michigan games are currently allowed to remain anonymous, but a bill introduced by Rep. Pat Outman specifies that players who win multi-state games would be able to choose to remain anonymous as well.According to a press release, the intention of the bill is to protect players whose security is compromised after winning significant prizes from Mega Millions, Powerball, and Lucky for Life."This is all about providing safety and ensuring winners of these types of games do not receive unwanted, possibly dangerous attention," Outman explained. "The bill would allow those who win the lottery to have the choice to keep their identities anonymous. Allowing a privacy option gives people a more secure feeling and does not leave them open to harassment or a flood of requests for funds, loans or donations."The bill's timely introduction comes about a month after the ticket for a record-breaking $1.05 billion Mega Millions jackpot was sold in Novi, Michigan. The winner has not come forward to claim their prize yet, but perhaps they might want to wait to see the outcome. Mega Millions winners have one year from the draw date to claim their prize.Outman also argues that the rise of social media in the past decade may leave players more vulnerable to scams and solicitation since personal information about lottery winners is so easily accessible. He worries that current law permitting the names of winners be disclosed publicly and to the media could pose a threat to the winner and his or her family."Everyone who plays these types of lottery games hopes to win big, and if it happens, it should be a time of celebration, not distress," Outman said. "Several other states allow winners to remain anonymous, and, in my opinion, it's time Michigan allow this option as well."This is not the first time that similar legislation was examined. In 2016, Rep. Ray Franz introduced a bill that also advocated for player anonymity, which was eventually shot down. However, Outman hopes to kick off his first term in the Legislature on a positive note by bringing back the topic into discussion once more."Privacy and safety is key among my position as a State Representative," he added. "I want to keep my constituents safe; I want to make sure they maintain their privacy, and this is a way to ensure that." .

As both jackpots sit near the $400 million mark for the upcoming draws on Friday and Saturday, someone is going to be stepping into 2021 with wads full of cash and a massive celebration to match.The jackpots for the two games simultaneously swelled this high back in 2018, where they added up to nearly $1 billion. It was only the second time in history that two US lottery games combined to reach at least $800 million.Depending on whether someone scoops up either of the jackpots this weekend, it could be the third time.The Mega Millions and Powerball jackpots are also the first- and second-highest jackpots in the world right now, respectively. The third-largest jackpot in the world is Italy's SuperEnalotto jackpot valued at €84.9 million (US$104.41 million).Mega Millions began growing Sept. 18 as a $20 million jackpot and has rolled 30 times. Prior to a rule change brought on by slowing sales, jackpots used to start at $40 million. Before Tuesday's drawing, the Mega Millions jackpot sat at $376 million. Without a winner, the jackpot has rolled to $401 million for the next drawing on Fri., Jan. 1, 2021 at 11:00 pm EST with a cash value of $305.4 million.Meanwhile, the Powerball jackpot started growing Sept. 19 as a $20 million jackpot and has also rolled 30 times. Just like Mega Millions, the game had its $40 million starting jackpots reduced to $20 million as result of the coronavirus' impact on sales. Prior to the drawing on Wednesday, Powerball boasted an equally mouthwatering $363 million jackpot and has risen to $384 million with a $295.4 million cash value after no one won, which will be up for grabs on Sat., Jan. 2, 2021 at 10:59 pm EST.The cash values for the two jackpots are the real stars of the show, as they rank as the 18th- and 19th-largest US lottery jackpot cash values of all time. The annuity jackpots rank as 28th-largest in US lottery history for Mega Millions, while the upcoming Powerball annuity jackpot is the 33rd-largest of all time.See below for the top-25 rankings for both annuity and cash values.The last time the Mega Millions jackpot surpassed the $400 million mark was in June of this year, which was claimed by an anonymous couple from Glendale, Arizona. The ticket sold in New York was purchased with the Megaplier option, multiplying that prize to $2 million.The California second-prize winner will take home a $576,869 prize, because California does not pay out fixed prizes like all the other states. By law, California awards all lottery prizes on a pari-mutuel basis, meaning the prizes will change each drawing based on the number of tickets sold within California and the number of tickets that won at each prize level in the state.All Mega Millions jurisdictions except California offer the Megaplier option, which for an extra $1 per play multiplies any non-jackpot prizes the player wins by the Megaplier number drawn.  The Megaplier is not available in California, because the fixed nature of the prize increase offered with the Megaplier is not compatible with California's pari-mutuel payouts.Also, a total of 84 tickets matched four of the first five numbers plus the Mega Ball to win a $10,000 prize. After that, then they can figure out the projected interest earned on the remaining monies if invested at medium risk for 29 years (of course that's the annuity amount that everyone sees advertised on the big signs).Your next great question concerns USA federal income tax brackets.  The current presidents administration chose to lower them 4 years ago. You read that correctly: nearly three-quarters of a billion dollars in cash!Mega Millions has now gone an unprecedented 35 drawings without a jackpot winner — the most rollovers in the game's history. The current jackpot run-up started on Sept. 18 as a $20 million grand prize.The $850 million annuity jackpot as well as the $628.2 million cash value are both ranked 3rd-largest ever in the United States (see full list below).Lottery players dreaming what all the cash will look like in their bank account after federal and state taxes are taken out can see an after-tax analysis of the current Mega Millions jackpot by visiting USA Mega's Jackpot Analysis page. The Jackpot Analysis page has recently been improved to also include the additional taxes that will be due after the initial withholdings, and will even allow players to see the taxes due under different filing statuses.The rush of ticket sales over the next few days likely will propel the jackpot to an even higher amount before the drawing takes place Tuesday. By law, California awards all lottery prizes on a pari-mutuel basis, meaning the prizes will change each drawing based on the number of tickets sold and the number of tickets that won at each prize level. In this drawing the prize formula paid off nicely because there was just one second-prize winner in the state.The Megaplier option is not available in California, because the fixed nature of the prize increase offered with the Megaplier is not compatible with California's pari-mutuel payouts.Also, a total of 142 tickets matched four of the first five numbers plus the Mega Ball to win a $10,000 prize. At the finish line, Mega Millions went for one extra drawing and finished by creating a lottery billionaire.The winner of the unimaginable haul will choose between being paid $1.05 billion in 30 annually-increasing payments over 29 years or the lump-sum cash value of $776.6 million.According to USA Mega's Mega Millions Jackpot Analysis, after all taxes are paid, the winner either will receive $617.9 million by the end of 29 years, or $450.5 million in cash all at once. (We know which option we'd take!)The winning ticket was sold at Kroger #632 at 47650 Grand River Ave in Novi, Michigan. It is the 18th Mega Millions jackpot won in Michigan over the years; the last one was a prize shared with Rhode Island on October 13, 2017.Michigan was one of the original founding members of Mega Millions, which was called The Big Game at the time.The Mega Millions winning numbers for Friday, January 22, 2021, were: 4, 26, 42, 50, and 60, with Mega Ball number 24. For how many tickets that must have been sold here there were NO second prizes in Michigan and it has taken 4 years to get a jackpot! That is the definition of a terrible game!  The MM and PB used to be much much better games.
